By filing the chargesheet in the NTPC Dy.General Manager (Human Resources)Rakesh Nandan Sahay’s assult case,the police have exposed itself to the charge that it has protected the prime accused Sunil Kumar.

Kumar,IAS officer of 1999 batch, was among ‘seven-eight policemen’ who had ‘assulted and insulted’ Sahay inside official residence of Hazaribagh Deputy Commissioner early last year,said the FIR filed by Sahay.

Now,though the chargesheet filed by the police admits that Sahay was ‘assulted and insulted’,it does not mention Kumar as an accused.Also,the IAS officer’s name does not figure anywhere in the chargesheet.

The chargesheet holds the police constable Ranjit Kumar and the peon Vinod Kumar Soni,who were deployed at the Hazaribagh DC’s office,were the accused responsible for assaulting
Sahay.

Incidentally,none of these two accused had figured in the FIR filed by Sahay.And the IAS officer Kumar,who was alleged to have ‘thrashed’ him,remains beyond the reach of the long arm of the police.

As it is,Sahay,whose case in the form of a PIL was being heard by the Jharkhand High Court,had written a number of letters to the authorities concerned including the Jharkhand DGP D.K.Pandey and National Human Rights Commission,seeking justice,claimed that despite his FIR and records of witnesses against Kumar,no action was initiated against him.

“No proper and objective investigation was made either”,says Sahay.
