The Anti Corruption Bureau(ACB)will investigate the Estimate Scam of about Rs. 200 crore in the 14th Finance Commission in the Dhanbad Municipal Corporation. 
 
40 roads were sanctioned in Dhanbad Municipal Corporation with the amount of 14th Finance Commission. Many of these PCC roads have been reported to have many flaws including lack of quality in construction.

Out of these 40 roads, 27 roads were estimated by technical officers of the Municipal Corporation itself and no consultancy fee was paid to any consulting agency for preparing its DPR.

However, due to the provision of the drain, LED lights, paver blocks etc. in 13 roads, its DPR and design was prepared by consulting agency M/S Mass & Void by paying the consultation fee. 

The total estimated amount of these 13 roads is Rs. 156.33 crore. But on examination of DPR of these roads, it was found that the design is not attached in any DPR. Also, there is also no technical report in the DPR. Apart from this, there have been complaints of many flaws in the construction of roads and violation of technical provisions.

On the instructions of Mayor Chandrashekhar Agrawal, DPR was made for the roads to be constructed under the amount of 14th Finance Commission in Dhanbad Municipal Corporation by the Consulting agency. 

The existing good condition PCC roads were broken up and by increasing the estimated amount several times PCC were reconstructed.

*Accusation of 50% of the amount levied by the Mayor out of the hefty amount given to consultative M/S Mass & Void, as a consultation fee in the increased estimate.*
