Jharkhand has not benefited from the Union Ministry of Panchayati Raj-conducted impact evaluation of its SVAMITVA scheme. 

The scheme aims to provide a Record of Rights to property owners in rural inhabited areas. Not one land owner got any property card.

Under the Scheme, rural inhabited land is demarcated using drone survey and Continuously Operating Reference Stations (CORS) technology to create high-accuracy maps of abadi areas of villages. 

These highly accurate maps help reduce property-related disputes by clearly demarcating property boundaries and creating Record of Rights. The Scheme provides for ground verification and resolution of objections/disputes by the competent State authorities before issuance of Property Cards, ensuring transparency and fair demarcation of properties.

The Ministry of Panchayati Raj has conducted an impact evaluation of the Scheme through IIM Ahmedabad to assess the impact on bank loan uptake and Gram Panchayat’s own sources of revenue. 

The study found a substantial increase in bank loan amounts availed against property cards and an increase in Gram Panchayat’s property tax and other local taxes after implementation of the SVAMITVA Scheme. 

The Ministry does not maintain data on the number of land disputes resolved before and after implementation of the Scheme. As on date, drone survey has been completed in 3.30 lakh villages, and 3.24 crore Property Cards have been prepared for 1.97 lakh villages.

In Jharkhand, the number of Notified Villages was 757, and the number of Drone Flying Completed Villages stood at 240. However, the number of property card issued was in four letter word- zero.
