




*Director, Department of Pension & Pensioners’ Welfare, Shri Rakesh Kumar, inspects the camp and interacts with pensioners*
Under the Nationwide Digital Life Certificate (DLC) Campaign 4.0, a DLC Camp was organized today at the State Bank of India, Gumla District Headquarters.
On this occasion, Shri Rakesh Kumar, Director, Department of Pension & Pensioners’ Welfare, Ministry of Personnel, Public Grievances & Pensions, Government of India, was present.
Shri Kumar inspected the camp and interacted with pensioners to understand their issues and experiences.
The officer from the Department of Pension & Pensioners’ Welfare, along with representatives from SBI, IPPB, and UIDAI, visited the camps to assist pensioners in submitting their Life Certificates using Face Authentication technology and also informed them about the process.
He stated that the objective of this campaign is to extend digital facilities to every pensioner in the country so that they no longer have to visit banks or offices to submit their life certificates.
*Pensioners term the digital facility a time-saving and convenient initiative*
A large number of pensioners participated in the camp and completed their life certificate process through digital means. They expressed that this initiative has proven to be extremely beneficial for them.
Earlier, the process was time-consuming and often caused inconvenience due to long queues. Now, pensioners can easily verify their Digital Life Certificate from anywhere using their mobile phones or through Common Service Centres (CSCs).
Retired Army personnel Binod Minj, retired Subedar Major Sahdev Mahato, and retired teacher Hafizur Rahman, along with other pensioners, stated that this digital service has made the process much easier and time-efficient.
They mentioned that earlier it was difficult due to crowding, but now they can verify their Life Certificate conveniently through mobile applications.


*Special drive to extend outreach to rural and remote areas*
Director Shri Rakesh Kumar informed that earlier DLC camps were primarily organized in metropolitan and big cities. However, this time, the Department of Pension & Pensioners’ Welfare has launched a special initiative to ensure outreach to rural and remote areas. The objective is to promote Ease of Living through Digital Empowerment.
The Government of India’s Digital Life Certificate Campaign 4.0 is proving to be highly effective even in districts like Gumla, taking forward the vision of the Digital India Mission—to deliver digital facilities to every citizen.
*Inspection Camp was held in Daltonganj on 7th November*
Director, Department of Pension & Pensioners’ Welfare, Shri Rakesh Kumar will visit Daltonganj on 7th November, 2025, to inspect DLC Camps and interact with pensioners.
During his visit, he participated in DLC Camps organized by the State Bank of India and the India Post Payments Bank (IPPB) and will review the progress of Face Authentication-based Digital Life Certificate submissions.
The Campaign adopts a Saturation Approach, covering more than 2,000 cities and towns across the country to facilitate pensioners in submission of their life certificates through multiple digital modes. During DLC 3.0 (2024), over 1.62 crore DLCs were generated, including 50 lakh through Face Authentication.
In the ongoing DLC 4.0 (2025), preliminary reports indicate record-level participation, with the target of 2 crore DLCs expected to be achieved through combined efforts of Banks, IPPB, UIDAI, MeitY, CGDA, Railways and Pensioners’ Welfare Associations.
