Cracking walls, dusty corridors, rusted doors, senitisation -free vehicles. This is a feature visible across police stations in Jharkhand.
However, a couple of measures initiated by the state government revealed that the state police has initiated a move to modernise its fleet with 1,477 new vehicles.
These include 628 Boleros and 849 bikes—supposed to replace old vehicles, aiming to enhance patrolling and reduce response times in urban and Naxal-affected rural areas. These vehicles, approved for 2025-26, feature modern equipment to improve policing efficiency.
Several questions such as why the police personnel did not sanitise vehicles daily; why their uniform, hair and beared were not in accordance with the Jharkhand Police Manual; and why most police stations were dirty, filthy and maintenance free, don’t seem to figure in priority list of the police management.

The fund was a point of concern, said a senior police officer admitting that training and keeping the force in tune with the police manual are a subject worth taking note of.But that is just his view point. There is no plan, no execution at police station level.
As far as the fund is concerned, ‘Police’ and ‘Public Order’ are State subjects as per the seventh Schedule of the Constitution. It is the responsibility of State Government to assess the policing efficiency and crime detection in the State.
On Tuesday( March 10,2026),in reply to a question in the Lok Sabha, the Minister of State in the Ministry of Home Affairs Shri Nityanand Rai said this.

The major infrastructure and technology upgrades proposed/completed by States/UTs under the ASUMP scheme are like upgradation of communication network through Satellite based communication network terminals ( POLNET Fly Away Terminal ), improvement of response time through Integrated Command and Control Centre with latest equipment, procurement of advanced weaponry, upgradation of forensic capabilities with procurements of equipment like digital forensic kits, advanced cyber forensic tools, etc.

The Centre supplements State/UTs efforts through the Assistance to States & UTs for Modernization of Police (ASUMP) scheme which helps States/UTs to strengthen police infrastructure at the cutting-edge level by equipping police stations with modern technology.
This was stated by the Minister of State in the Ministry of Home Affairs Shri Nityanand Rai in a written reply to a question in the Lok Sabha.
Against this backdrop, Jharkhand police need to learn to define its integrity, compassion, and professionalism, acting as a trustworthy, impartial and courageous community guardian. They must prioritise de-escalation, effective communication, and public service over merely making arrests. Key traits include calmness under pressure, strong ethics, and a dedication to upholding human rights.
This is possible only when the police manual is followed, personnel trained, tested on regular intervals, promotion provided on merit and performance and transfer and posting menace puncturing the entire police system must be eradicated.
