The five- day Assembly’s winter session ended today amid protest and ruckus on several issues including two bills -1932 domicile and reservation -of the ruling JMM- Congress- RJD coalition government led by Chief Minister Hemant Soren.

On Friday,the BJP MLAs protested on floor of the house against reply of Parliamentary Affairs Minister Alamgir Alam on the state government’s stand after passing the two bills despite objection raised by the state law department.  

The ruckus took place during question hour when Minister Alam defended the state government saying it did nothing wrong by passing these two bills- one providing domicile on the basis of 1932 Khatiyan( land records) and another toward increasing quota of ST, SC and OBCs.

“ The decision was taken after the state Cabinet approved the draft of these Bills as many areas figure in the Fifth schedule and the state government is empowered to take policy decision for upliftment of its people”, said Alam. 

The opposition BJP alleged that the domicile draft approved by the Assembly earlier was ‘questioned’ by the state law department on ground of its illegality.And yet the treasury bench called one- day session and declared it passed,yelled the BJP legislature.


In reply, parliamentary affairs Minister Alamgir Alam pointed out the 1932- domicile policy was drafted and approved by the assembly and sent to Governor for forwarding it to President for amending the IX Schedule of the constitution to implement it.

When the BJP legislature sought to raise question,he was not allowed by the Speaker.This promoted BJP legislatures to leave their chairs and entered into prohibited area of the Speaker to protest against it.

Out side the assembly floor,ruling JMM MLA Baidnath Ram sat in dharna against his party led government. He was demanding building one hospital in his constituency Balumath in Latehar district of Jharkhand.

“ I have no faith on health minister Banna Gupta who had promised to get one hospital set up within three months. Nothing happened”, he alleged.

However, after Minister Gupta came and promised to abide by his demand, JMM MLA Ram called off his dharna.
