Consider the facts first.

The JMM leader toppled the 28 month old Arjun Munda government by withdrawing support on January 8.Ten days later the Center imposed the President’s Rule on January 18.

Next,the Governor’s two Advisors Madhukar Gupta and Vijay Kumar joined duty and held meetings with Governor Syed Ahmad and top brass of the government.While the meetings continued,the division of departments among them and the Rules of Executive Business were yet to be adopted till date.Result?

No decision was taken by any Head of the Deaprtment. This had paralysed the functioning of the government during the past fortnight making it almost impossible to implement development schemes and withdraw the funds meant for them before the financial ends on March 31.

There are two additional problems.One,Governor Ahmad lacked experience to administer during the President’s Rule.Two,though he had sought replacement of Aditya Swaroop as Principal Secretary,he had not found a suitable officer for the post.

Though it is certain that the Chief Secretary SK Choudhary and Development Commissioner Devashish Gupta,who were to retire in coming days,were set to get extension till at least March 31,the Governor Ahmad had not initiated any move to look for their successors so far amid speculations that the Center may appoint Unique Identification Authority of India’s Director General RS Sharma as successor of Swaroop.

In any case,the state’s performance in the current fiscal is set to touch the lowest ebb.Who is responsible for this mess?The Congress party led Union Government or JMM leader Hemant?The answer is any body’s guess.
