With the state government run Helicopter developing a technical fault, Chief Minister Raghubar Das failed to fly to Dhanbad. In his absence, BJP Dhanbad MP PN Singh inaugurated Ujjwala Yojna and declared Dhanbad as 'fully' electrified district in Jharkhand.
