In a letter to CM Hemant Soren has demanded setting up of a Special Investigative Team to identify who among police Vishesh Shakha personnel were keeping an eye on his activities in 2017 when Raghubar Das government was at the helm of affairs.

Toward this end, Rai, who is widely known as an activist against corruption, in his letter to the CM dated May 14, 2020, informed that he had sought an inquiry into the misdeeds of the Police Special Cell in his letter to the DGP on May 1, 2020.
