The Department of Information Technology & e-Governance, Government of Jharkhand, will organise the National Stakeholders' Consultation 2026 in New Delhi on 8-9 July 2026.

The aim is to bring together policymakers, industry leaders, technology companies and domain experts to deliberate on the future of digital governance, Artificial Intelligence (AI) and emerging technologies.

The inaugural session will be graced by Chief Minister Shri Hemant Soren, who will present Jharkhand's vision for building a digitally empowered, technology-driven and citizen-centric state. 

The Consultation aims to position Jharkhand as a frontrunner in leveraging Artificial Intelligence not merely as a technological innovation, but as a transformative instrument for good governance, efficient public service delivery and inclusive development.

Nearly 100 leading technology and IT companies from India and abroad, along with senior officials of the Government of Jharkhand, will participate in focused discussions during the first day of the Consultation.

*Ranchi IT Park to be Presented as a Strategic Investment Destination*

The Consultation will also mark the national investment pitch for the Ranchi IT Park, showcasing Jharkhand's growing readiness to emerge as a preferred destination for IT and IT-enabled services.

Spread across 100.97 acres of contiguous, litigation-free government land in Ranchi's Core Capital Area, the proposed IT Park enjoys strategic connectivity, being located adjacent to IIM Ranchi and in close proximity to Birsa Munda Airport. The state will also highlight its strong talent ecosystem, with more than 20,000 IT graduates entering the workforce annually.

The Government will present the investor-friendly provisions of the Jharkhand IT Policy 2023, including 50% capital investment reimbursement, 100% stamp duty exemption and 100% electricity duty waiver—among the most attractive incentives in eastern India.

The inaugural session will also be attended by the Chief Secretary, Development Commissioner, Secretary, Information Technology & e-Governance, and senior representatives from leading technology companies.

*Draft AI Policy 2026 to be Discussed with Stakeholders*

The Department will place the Draft AI Policy 2026 before stakeholders for consultation. The proposed five-year policy framework (2026-2031) seeks to establish a comprehensive ecosystem for responsible and scalable AI adoption across the government.

The draft envisages the creation of a State AI Mission under the chairmanship of the Hon'ble Chief Minister, with JAP-IT as the nodal agency and a Jharkhand AI Cloud, interoperable with the Government of India's IndiaAI ecosystem, as the digital backbone. It also proposes AI-enabled use cases across key departments to enhance governance, operational efficiency and citizen service delivery.

*AI as a Catalyst for Good Governance*

Jharkhand's AI vision is anchored in the belief that Artificial Intelligence should serve as a powerful enabler of good governance. The state's strategy is built around four priority sectors—governance, agriculture and rural livelihoods, healthcare, and mineral resource administration—aligned with the Government of India's vision of "AI for All."

The Consultation will also showcase the concept of the Chief Minister's Data Intelligence Platform (CM-DIP), an AI-assisted platform envisioned to integrate departmental data, strengthen real-time monitoring, support evidence-based decision-making and bridge the gap between government action and citizen experience.

The proposed platform will leverage multilingual interfaces through WhatsApp and Panchayat Bhavan digital kiosks, complemented by an Integrated Control and Command Centre, to deliver responsive, transparent and citizen-centric governance.

Through the National Stakeholders' Consultation 2026, the Government of Jharkhand seeks to position the state as an emerging hub for digital innovation, technology investments and AI-enabled governance, while fostering strategic partnerships with industry, academia and technology leaders to accelerate the state's digital transformation.
