
*The ongoing construction of boundary walls of JAGRITI or RIMS -2 project in Nagri, Ranchi, capital city of Jharkhand.
Hon’ble Member of the National Commission for Scheduled Tribes (NCST), Dr. Asha Lakra
has banned construction activities linked with the state government’s mega ADB-funded JAGRITI or RIMS -2 project.
The JAGRITI- RIMS 2 project, a plan seeking fund from Asian Development Bank, is being implemented by constructing boundary walls on a huge plot of land in Nagri, near Birsa Agriculture University( BAU).
NCST Member Mrs.Lakra,after hearing complaints filed by some Adivasi residents of Nagri, directed the state land revenue officials and Ranchi district administration to stop construction work and submit official documents of the land acquisition,land owners and compensation paid to them within a month.
NCST Member Mrs.Lakra also asked the concerned state government authorities to put forth names/ identities of the land owners from whom these plots of land were acquired and amounts of compansation paid/ not paid to them.

Addressing the media persons in Ranchi on July 6,NCST Member Mrs.Lakra informed that no construction work will take place till the state government authorities submit their reply and the case is disposed off by the NCST.
Notably, NCST is a constitutional body established under Article 338A of the Indian Constitution. Its members exercise quasi-judicial authority, holding significant powers and government privileges to protect the rights and socio-economic development of Scheduled Tribes.
The NCST consists of a Chairperson, a Vice-Chairperson, and three other full-time members appointed by the President of India.
Notably, Chairperson enjoys the rank and privileges of a Union Cabinet Minister. and Vice-Chairperson enjoys the rank and privileges of a Minister of State.Every Member enjoys the rank and privileges of a Secretary to the Government of India who is authorised to investigate complaints regarding the deprivation of rights, land alienation, and atrocities against Scheduled Tribes.
Against this backdrop, NCST Member Mrs.Lakra has not only banned its construction work, but also advised the Hemant Soren government to think of neglected Adivasi inhabited areas of Khunti , Simdega and Gumla to develop Mega Multi Speciality Hospital.
In Ranchi, the RIMS and several other hospitals were there. Many Adivasi families suffer untold miseries to come with patients from far flung areas of Khunti, Gumla and Simdega.” If super speciality hospital is made functional there, it can bring relief to theme”, opined NCST Member Mrs.Lakra.
In effect, her directive to stop its boundary construction work on the disputed land in Nagri,seems to have created a speed breaker for implementation of the CM Hemant Soren’s dream - ADB-funded JAGRITI or RIMS -2 project.
