After weeks of confrontation over student and recruitment issues, Jharkhand’s ruling Jharkhand Mukti Morcha (JMM) is now advancing its proposed movement against the Centre over the recently passed Mines and Minerals (Development and Regulation) Amendment Bill, 2026. According to the party’s Central Committee office order dated August 22, 2026, JMM has decided to launch a phased campaign across all 24 districts to highlight what it describes as the adverse consequences of the legislation for Jharkhand and its people.
Phase One: Taking the Issue to the Ground
The first phase will focus on a public awareness campaign at the booth level, to be conducted until August 31. The decision follows the extended Central Committee meeting held at Sohrai Bhawan in Harmu, Ranchi, on August 20. District and city-level party functionaries have been instructed to draw up strategies for the campaign and take the issue to the grassroots, explaining to people the implications the party attributes to the proposed legislation. The opening phase therefore centres on building public awareness and political mobilisation before the movement moves to direct protest.
September 7: Block-Level Dharna
The second announced phase will begin on September 7, 2026.
JMM has decided to hold one-day dharnas at all block headquarters across the state. District and city organisations have been directed to prepare the strategy and ensure the programmes are implemented effectively. The party has said that details of subsequent phases will be communicated through further office orders.
The Larger Fight Over Jharkhand’s Mineral Wealth
JMM’s campaign centres on the question of Jharkhand’s mineral resources and the state’s economic interests. The party has argued that the proposed legislation could have significant financial implications for Jharkhand and its people, while also linking the issue to the state’s claims over pending dues from the Centre. The wider political position articulated by the party is that Jharkhand’s mineral wealth must translate into greater economic benefit for the state and its people.
However, it is important to distinguish that position from the contents of the August 22 office order itself. The document does not announce an economic blockade or state that mineral transportation will immediately be stopped. It currently sets out the public-awareness campaign through August 31 and the block-level dharnas scheduled for September 7.
A Movement Being Built in Stages
The JMM’s latest directive makes clear that the party is structuring its campaign against the Centre in phases.
First: public mobilisation until August 31.
Second: block-level dharnas on September 7.
Further stages: to be announced through subsequent orders.
The immediate trajectory is therefore one of organised political mobilisation rather than an announced economic blockade.
What comes next will depend on how the Centre and Jharkhand respond to the dispute over the legislation — and whether JMM chooses to escalate the campaign beyond the stages announced so far.
