Two -corner protests, each carrying separate demands, are unfolding in Jharkhand. One is led by student job seekers whose is bigger than one examination and raises a query in public whether the recruitment system can ever earn their trust.
Another is the ruling JMM-launched a phased statewide agitation against the central government’s newly passed Mines and Minerals ( Development and Regulation ) Amendment Act,2026, calling it a ‘ black law’ that compromises the state’s fiscal and economic rights.
Consider first Jharkhand’s student-led agitation.
It is over alleged irregularities in government recruitment examinations and has entered a new phase, with student leader Devendra Nath Mahto taking the campaign beyond protest sites and into a statewide mobilisation for structural reform.
The Recruitment System Reform Yatra, built around the call of ‘24 districts, 24 resolutions, one voice’, seeks to bring students and job aspirants together around demands for transparency, accountability and fairness in recruitment. The campaign is now travelling across the state, with Hazaribagh among its recent stops.
What the movement is demanding
At the heart of the campaign is a demand for a recruitment system that is transparent, fair and free from paper leaks, lobbying and institutional corruption. Mahto has called for stronger safeguards, including monitoring and auditing of examinations at every stage, with clear certification of the process.
The campaign follows weeks of student agitation over alleged irregularities in examinations conducted by the Jharkhand Public Service Commission (JPSC), Jharkhand Staff Selection Commission (JSSC) and outsourced agencies.
A dispute that has moved to the courts
The state government’s earlier decision to cancel examinations and appointments linked to the 11th and 13th JPSC examinations was subsequently stayed by the Jharkhand High Court. More recently, the government cancelled the JSSC-CGL examination and examinations conducted by TDPL following the prolonged student agitation. The wider controversy remains subject to investigations and legal proceedings.
Beyond politics
Mahto has maintained that the movement is not aligned with either the ruling party or the Opposition. His central argument is that young people want decisions, not assurances—and that dialogue must culminate in concrete action.
The campaign is therefore seeking to transform an examination controversy into a broader conversation about the credibility of public recruitment, the future of Jharkhand’s youth and the institutional safeguards needed to protect it.
The road ahead
The yatra is planned to cover all 24 districts, connecting rural and urban aspirants and carrying its reform demands across Jharkhand.
Now consider the JMM-led agitation. It has already been backed by the Congress, and several leaders representing the minority Adivasi, Adivasi-Christian and Muslim communities have staged processions in Ranchi and other towns and blocks across the state.
Already in Phase One, a booth- level public awareness campaign ( Jan- Jagran Abhiyan ) is going on in Ranchi, where the Congress leader Bandhu Tirkey led a procession in central Ranchi city. It is part of ongoing processions across all 24 districts of Jharkhand. The aim is what the JMM- Congress leaders say is ‘ to inform citizens about the loss of revenue due to the amended act.’
In phase two, one-day sit-in demonstrations are scheduled at every block headquarters across the state from September 7, 2026.
The JMM leadership claims the new legislation restricts states from independently levying cess and taxes on mineral- bearing lands, which will cause an annual revenue loss of roughly 15,000 crore and jeopardise welfare schemes like Maiya Samman Yojna.
In the final phase, the ruling JMM-led coalition partner parties - the Congress and RJD will launch economic blockades and thereby stop mineral dispatches from Jharkhand.
