The Department of Pension and Pensioners’ Welfare, Ministry of Personnel, Public Grievances and Pensions, Government of India, has organised the Nationwide Digital Life Certificate (DLC) Campaign 5 from 1 to 30 November 2026.

The aim is to facilitate pensioners and promote their digital empowerment. Under the campaign, camps are being organised at various locations across 2,000 districts/cities nationwide.

The objective is to facilitate the submission of Digital Life Certificates by as many pensioners as possible and raise awareness about the use of Aadhaar-based face authentication technology.

To ensure continuity of pension payments, pensioners are required to submit their Life Certificates every year in November. Pensioners aged 80 years and above have the special facility of submitting their Life Certificates in October itself. Earlier, pensioners had to appear in person before the Pension Disbursing Authority to submit their Life Certificates, which caused difficulties, particularly for elderly, sick and infirm pensioners.

Face Authentication Technology Enables Pensioners to Submit Life Certificates from Home

To facilitate pensioners, the Department is promoting Digital Life Certificates, also known as ‘Jeevan Pramaan’. Using Aadhaar-based face authentication technology, pensioners can submit their Life Certificates using any Android smartphone.

Introduced in November 2021, this technology has reduced dependence on external biometric devices and made the process of submitting Life Certificates more accessible and cost-effective.

Camps to Be Organised at Two Locations in Daltonganj on 2 November

As part of the nationwide campaign, camps will be organised at various locations in Daltonganj, Jharkhand, on 2 November 2026. The camps will be held at the State Bank of India branch, GLA College and the Head Post Office, Daltonganj. Shri Rakesh Kumar, Director, Department of Pension and Pensioners’ Welfare, will visit the camps and assist pensioners in submitting their Life Certificates through digital means.

The Unique Identification Authority of India (UIDAI) will also provide assistance through the camps, as required, for updating Aadhaar records and resolving technical issues.

Campaign to Be Conducted in Collaboration with Various Departments and Institutions

The campaign is being organised in collaboration with the Ministry of Railways, Ministry of Defence, Department of Posts, India Post Payments Bank, pension-disbursing banks, Pensioners’ Welfare Associations, Employees’ Provident Fund Organisation (EPFO) and State Governments. UIDAI and the Ministry of Electronics and Information Technology (MeitY) will provide technical support.

Earlier, the Department organised nationwide Digital Life Certificate campaigns in 37 cities in 2022, 100 cities in 2023, 845 cities in 2024 and 1,849 cities in 2025. Social media and other communication channels are being used for the campaign’s extensive publicity and outreach. The progress of the campaign will be monitored by the Secretary of the Department of Pension through meetings with the concerned nodal offices and through the Digital Life Certificate portal.
