Responding to the notice served on them by the Jharkhand High Court after taking suo moto cognisance of the alleged gang rape of the Spanish national, the state’s Chief Secretary, Home Secretary, DGP, and SP, Dumka, are busy preparing draft reports. 

These state government functionaries have been directed by the court to submit a reply on or before March 7. 

Already the high court has observed that the gang rape of the Spanish woman in Dumka on March 1 was a “ serious” case. 

The venue of her gang rape of the Spanish woman who was allegedly raped by seven men on Friday night after she and her partner stopped in Dumka for the night while on a biking trip is Kurumahat in Hansdiha police station area of Dumka, the second capital town of Jharkhand. It’s here where the police lack expertise, equipments and method to prevent crime. 

Everybody knows that if the police has to prevent crime, they must recognize that the test of their efficiency is the absence of both and not the visible evidence of police action in dealing with them. 

Unfortunately, the police across Jharkhand including Dumka badly lack surveillance cameras. 

Also, the police lack interceptors who move around 24X7 by a singular mobile platform and with a comprehensive modern electronics tool, provide safety to citizens. 

In the absence of these basic requirements and trained cops, the police in Dumka failed to prevent crime and bring justice to victims of crime. 

However, in the case of the Spanish woman and her husband who were guests of Dumka till date, the DC, Anjaneyulu Dodde, and SP Pitambar Singh Kherwar showed sensibility and handed over a cheque of Rs 10 lakh to them.
