The Jharkhand government on August 10 (Saturday) undertook a major administrative reshuffle by transferring a number of IAS officers.
The move comes before the Independence Day and the assembly polls due by the end of 2024. Among notable officers transferred by the Jharkhand government is Principal Secretary to Governor Nitin Madan Kulkarni.
Kulkarni was transferred to the Agriculture department whereas Vipra Bhal, a 2006 batch IAS officer, will replace him in the Raj Bhawan. The Department of Personnel, Administrative, Reforms and Official Language has issued a notification related to this( Enclosed below, please find it with this story).
As it is Vipra Bhal (Additional Charge- Secretary, Commercial Tax Department, Jharkhand, Ranchi and Chief Executive Officer, Jharkhand Communication Network Ltd., Ranchi), who was posted as Secretary, Information Technology and E-Governance Department, is now transferred and posted as Principal Secretary to the Governor till further orders.
Nitin Madan Kulkarni,Principal Secretary to the Governor, is transferred and posted as Principal Secretary, Agriculture, Animal Husbandry and Cooperative Department till further orders.
Mast Ram Meena (Additional Charge- In-charge Member, Revenue Board, Jharkhand, Ranchi), Principal Secretary, Planning and Development Department, will also hold the additional charge of Principal Secretary, Drinking Water and Sanitation Department.
Sunil Kumar, posted as Principal Secretary, Road Construction Department, will continue to hold the additional charge of Principal Secretary, Urban Development and Housing Department, Managing Director, JUICO and Managing Director, Greater Ranchi Development Agency (GRDA).
Dr. Amitabh Kaushal (Additional Charge Secretary, Disaster Management Division, Jharkhand, Ranchi), posted as Secretary, Food, Public Distribution and Consumer Affairs Department, is transferred and appointed and posted as Secretary, Information Technology and E-Governance Department.
Also, Dr Kaushal will continue to hold the additional charge of Secretary, Commercial Tax Department, Jharkhand, Ranchi.
Manish Ranjan, posted as Secretary, Building Construction Department, (Additional Charge-Managing Director, Jharkhand State Building Construction Corporation Limited, Ranchi), is transferred and posted as Director, Krishna Lok Prashasan Sansthan, Jharkhand, Ranchi.
Rajesh Kumar Sharma, posted as Secretary, Drinking Water and Sanitation Department, is transferred and appointed and posted as Secretary, Disaster Management Division.
Abubakar Siddiqui, posted as Secretary, Agriculture, Animal Husbandry and Cooperative Department, is transferred and appointed and posted as Secretary, Forest, Environment and Climate Change Department.
Manoj Kumar, posted as Secretary, Govt., Child Development and Social Security Department, will continue to hold the additional charge of Secretary, Excise and Prohibition Department along with his duties till further orders.
Arwa Rajkamal (Additional Charge Resident Commissioner, Jharkhand Bhawan, New Delhi, Secretary, Urban Development and Housing Department, Jharkhand, Ranchi, Managing Director, JUIDCO and Managing Director, Greater Ranchi Development Agency (GRDA), who was Secretary to Chief Minister, Jharkhand is transferred and posted as Secretary, Building Construction Department.
Along with this, Rajkamal will also hold the additional charge of Managing Director, Jharkhand State Building Construction Corporation Limited, Ranchi and Resident Commissioner, Jharkhand Bhawan, New Delhi.
Jitendra Kumar Singh (Additional Charge Chairman, Jharkhand State Mineral Development Corporation Limited), posted on the post of Secretary, Mines and Geology Department, will also hold the additional charge of Secretary, Industries Department.
Uma Shankar Singh (Additional Charge- Chief Executive Officer, Sidhu-Kanho Krishi Evam Vanopaj Rajya Sahakari Sangh Ltd.), posted as Secretary, School Education and Literacy Department. Jharkhand, Ranchi) will hold the additional charge of Secretary-in-Charge, Food, Public Distribution and Consumer Affairs Department along with his duties till further orders.
Ameet Kumar (Additional Charge Vice-Chairman, Ranchi Regional Development Authority (RRDA)) posted as Municipal Commissioner, Ranchi Municipal Corporation, Ranchi is transferred and appointed and posted as Commercial Tax Commissioner.
Also, Kumar will hold the additional charge of Special Secretary, Finance Department, Jharkhand, Ranchi along with his duties till further orders.
Manjunath Bhajantri posted as Administrator,Suvernarekha Project, Jamshedpur, is transferred and posted as Chief Executive Officer, Jharkhand State Livelihood Promotion Society (JSLPS) till further orders.
Also, Bhajantri will hold the additional charge of MNREGA Commissioner, Jharkhand, Ranchi along with his duties till further orders.
Amit Prakash, posted as Special Secretary, Labour, Planning, Training and Skill Development Department, is transferred and posted as Excise Commissioner till further orders.
Prakash will continue to perform his duties as Managing Director, Jharkhand State Beverage Corporation till further orders.
Sandeep Singh (Additional Charge-Additional Chief Electoral Officer, Cabinet -Election- Department, Jharkhand, Ranchi), posted as Chief Executive Officer, Jharkhand State Livelihood Promotion Society (JSLPS), Ranchi, is transferred and posted as Municipal Commissioner, Ranchi Municipal Corporation.
Notably, Singh will continue to hold the additional charge of Vice-Chairman, Ranchi Regional Development Authority (RRDA).
Shailendra Kumar Lal, posted as Municipal Commissioner, Hazaribagh Municipal Corporation is transferred and appointed and posted as Mission Director-cum-Chief Executive Officer, Jharkhand Skill Development Mission Society.
Sunil Kumar Singh (Additional Charge Managing Director, Jharkhand State Beverage Corporation Limited, Ranchi), Excise Commissioner, Jharkhand, Ranchi, is transferred and posted as Additional Secretary, Labour, Planning, Training and Skill Development Department, Jharkhand, Ranchi till further orders.
Ananya Mittal (Additional Charge Settlement Officer, East Singhbhum, Jamshedpur), posted as Deputy Commissioner, East Singhbhum, Jamshedpur will also hold the additional charge of Administrator, Subarnarekha Project, Jamshedpur along with his duties till further orders.
